Dear Mrs.Neville Rolfe,

I had your letter of January 8th addressed to me in Ceylon forwarded here and received a few days' ago, and I am now in a position to give you information on the points you ask about, both in Ceylon and here.

First of all as to Ceylon.

Women are prevented access to vessels in Port, and this is done by the Board of Emigration and Quarantine, which has an ordinance which makes it compulsory to have a written permit signed on behalf of the Chairman before any person is allowed on board.
